For the ISEC NAS RA Staff and Students’ Information

Awareness, security, protection of the scientific community have always been, and still remain, the most important challenges of the time. It is difficult to find what is really necessary for the variety of current legislative acts, especially when it comes to international legal acts, sensitive research, intellectual property.

The International Scientific-Educational Center of the NAS RA together with the National Bureau of Expertise with the funding of the International Organization of ISTC is organizing an awareness-raising course for students, researchers, scientists, and lecturers of the ISEC NAS RA on the following topics:

  • The concept, essence, and significance of sensitive products, technologies, and information, including dual-use products and technologies, for the scientific community;
  • How can the misuse of sensitive products, technologies, and information be dangerous and destabilizing in the field of weapons of mass destruction?
  • Threats and risks to the scientific community, universities, and research institutes
  • Why does the scientific community need this knowledge? Discussion of practical examples,
  • How and why is the international community trying to prevent the spread of weapons of mass destruction?
  • International export control regimes,
  • UN Security Council Resolution 1540
  • International agreements/organizations prohibiting the use of nuclear, chemical, biological, other weapons;
  • Efforts to strengthen the global dual control system at the international (EU, US) and national level (RA)
  • Export control issues in the EEU environment, Russia's experience,
  • The commitments of the Republic of Armenia, the legislative field, the implemented works, the international cooperation, and the accumulated experience.


The course will help to differentiate the risks associated with research on sensitive technologies and intangibles, learn about international experience, the need for such research, the threats and risks faced by the scientific community, universities and research institutes, vetting systems of leading universities, and other interesting topics. The course will give an opportunity to learn the possibilities of publishing in scientific journals with an impact factor, will give new knowledge, innumerable literature, and necessary materials.

The course is online, the duration is four academic hours. Successful participants will be given a certificate of participation.

Participation is free, registration is required in advance.

The trainers are leading specialists in the field. Below you can find the data of the trainers.

1․ Patvakan Voskanyan - Ph.D., Head of a number of programs in the field of dual-purpose, research of sensitive products, Deputy Director of the National Bureau of Expertise of the National Academy of Sciences of the Republic of Armenia, Head of the Military Certification Body

2․ Arsen Arakelyan - Ph.D., Head of the Global Security and Export Control Division of the International Security Department of the Ministry of Foreign Affairs of the Republic of Armenia, National Representative of the Republic of Armenia under UN Security Council Resolution 1540,

3․ Emilya Titanyan - Head of the Legal Department of the National Bureau of Expertise of the National Academy of Sciences of the Republic of Armenia, Legal Adviser of the Military and Dual-Use Items and Technologies Certification Body, a postgraduate student at the University of Liege in the Kingdom of Belgium (field of research: dual significance features, circulation control)
